JV partner - Mobile Marketing App & Website

I currently have a white label reseller account with these guys. My issue is with "time" I have had this for just about a year and paying and not done very much with it.

What and who I am looking for is a legit CANADIAN web designer/ freelancer that would be interested in going 50/50.
