No minimum per account if you are able to do a mass RT o tweet go give a traffic push. Important part is the total followers.

I got one account with 7k followers with a "memes and funny stuff" niche and with good traffic to my site, also another account with 1.3k followers with a "Health, Body & Gym" niche.
I don't really know if this might help you... btw I have already setup individual applications for each different account, because I'm using TAP2.
