Justification for more IPs?

So, I need additional IPs for bulk mailing from my VPS provider. The sales rep said they usually cap it at 9, but if I have a good justification for it they will accommodate me. Should I say it is for bulk mailing or what would be a better reason?

Note: I'm not sure if this is the right place for this. Mods please let me know if it should be posted somewhere else.

If you get multiple SSL certs each HAS to be on a dedicated IP. No host in their right mind is going to limit how many SSL certs you can buy, especially if you're purchasing them through their company or affiliated supplier.
