Just indexed site

One of my websites is just indexed yesterday.
Would it be effective to use this plan or is it way too soon?
(considering it has just been indexed)

Plan:

• On site SEO
• 10 web 2.0's drip fed with tier 2 links
• one strong backlink every 2 - 3 days
• no main keywords would be used yet, maybe 2% for the moment

So after the first 30 days of website would have:

• 10 web2.0 links
• 10 - 15 PBN type backlinks (extremely low OBL)

My gut feeling is that it is better to leave it alone for 2 - 3 months, use some paid traffic and get a small number of natural links
But at the same time I want to get stuck in & see what can be achieved.

You don't need to drip feed the tier 1's with tier 2's right away. Just get the tier 1s indexed and move up from there. As long as you're steady with this, you'll see results. But you don't need to overthink/over complicate it.

I get what you are saying. See I can add good backlinks for the first 2 - 3 months but probably I would slow down big time after that.

So in one way I want to try to rank as fast as is possible
But in another way my worry is google will see link building stop after first 1 -3 months and will could have a negative effect

Its all about link velocity as well if you can keep the pace up then no problem but I would recommend post those web 2.0s with no backlink atleast let them get indexed and age. And after a month link them back and gradually do you link building plan like one PBN first week then 2 the other. Also very important make sure you vary your anchor text for the PBN it better to target the keywords more directly but with web 2.0s use variations and so forth.
