Just feel like testing out something, need advice

I have a site of DA21, I built more links, probably over 200 new links from it pending indexing. Site is 2 months+.

I just want to create a page, stuff all keywords I wish to rank for(500+) and build links for that particular page.

Is it a good strategy?
Can it skyrocket my ranking keywords?
Can I get penalized?
