When someone pays for website service, and the site builder already says there's problems that needs to be fixed, is it the buyer's responsibility to keep on asking the "seller" when it's going to be completed?

Yea, he didnt win the dispute. I showed the proof. He tried a "Unauthorized" claim. He lost.

Case is closed. I am not replying anymore.
