AFAIK no, but you can open a paypal account; add your debit card details; and pay with paypal. It works, tested with ICICI.

Anyone can pay via PayPal or crypto even if you don’t have anyone else can pay on your behalf
I have Paypal account but my card got expired. I contact the bank they said due to covid it takes 15 days to send me new card.
I will find someone who can accept net banking and pay through PayPal if I don't have any other option.

Oops. Ok, here's a hack to get past that.
Download Digibank by DBS app from playstore.
Fill everything up and open an account with them. You might need to verify your PAN and AADHAR (in my case AADHAR linking was done through otp as far as I can remember).
Once your account is activated (usually happens instantly), you will get an option in the app to enable a free digital debit card.
Now, transfer the money from your main account to your new dbs bank account. Add that digital card to paypal, and pay..
