Nope. You have to wait 60 days and have 100 quality posts. You cannot just instantly be JR. VIP.

The minimum requirement for Jr.Vip is one must have to be a member for not 60 but 90 days to be eligible for Jr.Vip upgrade.

It was 60 days before but I'm sure It was changed to 90 days. I remember reading it on one of the stickies by DD.

First of all you have to have had at least 100 posts, good posts. Not hi, yes or no sort of posts. Then you will need make a donation of 97usd. Finally you will need to cross your fingers...
