I see jr member below a member but his username is not blue. Is this some trick or bug?

This was back in the days when we would actually get custom user titles and some ppl had their Jr VIP title manually added for xyz reasons.
Report the user and mods will reset it back to normal (if applicable)

thats based on post count JR not a VIP paid member, 2 dif things

You're referring to "Junior Member", not "Jr VIP",

Sorry, typing mistake. Profile says jr VIP only. Color is not blue.

There is a reason as to why I notice these things. I have developed a habit of noticing different behaviour from normal because I give some time to finding bugs on sites on Facebook regularly. Mind has got habituated like that.
