I asked someone to make me a picture for a website.
The .jpg he sent is 960x330 in dimensions
The size is 230 kb
does that make sense? I thought jpg is highly compressed and the size should be a lot smaller?
does the guy not know what he is doing? should I ask someone else to do it?

If you want to make it smaller (compressed), go into Photoshop and click "Save For Web".

It sounds like the average size I'd expect from a .jpg of that resolution...
 
Depends on the resolution of that jpeg.. Jpeg compression works like this: take a pixel, check near for other pixels of the same color, merge them in a single pixel, go on until all pixels are checked. So, more pixels with different colors means more data to store and more memory to use. However, Photoshop save for web is a good option, open PS and then ctrl+alt+shift+s and save the file.
 
Maybe he sent you the HQ version. And no, he knows what he's doing, you only don't know how it works so please don't put the blame on him.
