Some only like to upload 5 HQ per, others upload 100+ per. Try both and see which one works best for the niche(s) you're targeting. I personally do just under 100.

Hi, do you already have a Payoneer account (+ the Payoneer card)?
I just filled the fields, connected to my Payonner account and some hours later my settings were saved.
If you just changed payment method, wait a couple of hours and check again.
If settings are not saved, try to contact support.

I can't tell for sure because I am still recovering from a mass ban I had yesterday morning, so I don't know :\
The only strange thing I noticed is that 0,59 from 3-4:00 am.
Maybe they have some kind of problem with stats (it happens sometimes that they recalculate earnings), but I am not sure because I'm still half way reuploading my videos.

In one of my videos some person written a comment that AVG detected a virus in my revenyou setup file...
I got hit hard too ... woke up this morning and noticed that I lost over 1,300 videos :/
