He ended up refunding me. Said he was 99% done, but he wouldn't just finish and take rest of the money.
Honestly I think he just wasn't able to do the job.
I said just finish, and I'll just pay the $750, and we can go on with our lives, but asking for half again.
Done with this time waster.

I am making bots successfully for a living on Upwork as well.
I don't know shit about Python, I am using Node.JS and puppeteer.
But there are some things which need to be considered.
Sites change their structure, sometimes add protection, etc... and script can break
any time without the fault of the developer.
Also when planing some scraping project you should consider some costs which could occur:
$50 - 24/7 VPS in the cloud. Depending on the job, sometimes a $5 droplet would get the job done, sometimes won't.
$100 - Multilogin if the website has fingerprinting protection, then I must use Multilogin browser instead of chromium bundled with the puppeteer.
$50 - High-quality 3G/ 4G/ 5G proxy which is rarely blocked.
$10 - $30 - 2Captcha or Anticaptcha
Depending on the job monthly cost's can be between $5 or even $0 (the script is running on your own PC, no proxy or Multilogin needed), and $200 (Multilogin, Proxy, VPS, Captcha).

I don't understand what's the issue here?
Happened to me too, although I have a bit of knowledge about the matter.
Sometimes the site has a bit too much protection and it's literally impossible to scrape or make an automation script.
Yep, it sucks for both parties, but if I as a developer refund you and tell you I am sorry, then I see no harm done.
Yep, you wasted a little bit of time, but dev wasted a lot of time more trying to make it work.
Thanks man he also told me 750$ i sorry for your loss but would not pay this man
