The main advice I can give you is to leverage social media traffic. When I started I had no money for content, links, or anything. Especially not for ads. I wrote everything myself and built a ton of links by myself. Guest posts and web2.0s were what I started with and really got me ranking for some keywords.
Social media traffic can be driven to your site with just hard work, only expense might be proxies depending on your strategies. Whatever niche you settle on, find out where people interested in that hang out online and get them to visit your site. Offer value, make them want to click through to your site. The community also won't remove your links if you're adding value to the community (usually).
Amazon affiliate can be a slow start, but if you stick with it and figure out clever ways to driver traffic, you'll find success. Social media is a low budget starter's friend.
