You are better off looking for 2 different people, one who can do seo and the other a joomla coder!

Depending on what you call cheap i can do the SEO!

Fiverr has some good Joomla coder's.

I never heard of Fiverr before. Looks useful. I need to make 4 more posts to BHW before I can get access to the PM feature. Then I will PM you about SEO stuff.
