Joint Venture for FB?

I won't put the details here as I know this is the wrong section of the forum, but i would like to start a black hat facebook venture with someone...i went to the joint venture section of the forum but it wont let me create a thread...maybe it's because im labelled a "newbie" but not too sure...can anyone help me get this started? all i need is specific country traffic...all info is appreciated!
