I dont get it.

On CJ.com it says $50 for verified Employer (someone that posts jobs) and $0.50 for a freelancer.

The people that we send will want to be freelancers right, so they can bid on jobs? So that means we would get $0.50 unless they also post a job to hire someone else.... :/

You will send people that will be Employer. On freelancer.com (or any similar site) they will be freelancers - just to find a Job. After that they will post exact the same Job on Odesk - to find someone who will do this for less.
So let's say that they will find job on freelancer.com - "Create custom WP template for 300$". They post same job but for less on odesk.com "Create custom WP template for 200$". If they find someone who is willing to fullfill this job for 200$ they'll earn 100$.

you missed the arbitrage part:
You will be getting jobs from freelancer.com and you will be hiring people for less on odesk.com(afflink)
they buy low on odesk and sell high on freelancer.com at least according to my understanding
 
The OP didn't highlight or elaborate on that bit enough so that people understand the core of the method, hence the confusions. I got confused too but then realized that I had missed that line too.

I will be trying out this method. Have already came up with a few drafts of ads to be placed in the city paper classifieds, and will certainly report back with results.

Is there other way to get people to give you your Skype? I've tried Craigs list and posted in my local area.
I'm only 15 so I can't post a local ad, no one will ever put it up since I'm a youngster.

Should I make lots of CL accounts? Or should I post in different areas also (ie. Dallas, New York etc.)
Please let me know, I need more clients (:<

oDesk offers an affiliate program through Commission Junction. It pays you $50 for each credit card-verified client signup

They state a client is any company or individual that hires oDesk contractors to a contract.

So does this mean they actually have to make a hire to make the $50 commission ?

I did confirm with odesk via cj

Action Buyer has registered on oDesk, posted a job, entered a credit card, and verified 2 small charges to confirm card ownership.

Commission $50.00 USD

So they do have to post a job.
