I am thinking of getting Ixwebhosting they offer 15 dedicated ips, but they are c - class ips. I am thinking of getting them for my PBN. Is it a good option? I don't want to shared hosting as it is a real pain in the ass to manage.
Not a good option, any "seo hosting" service is a bad idea for a pbn. Try to get multiple cheap hosts, you'll get different A-class IPs with them - but they will be a bit more difficult to manage.
You are right. With shared hosting the management will get quite time consuming very quickly.
What I've done is this: Get a vps/dedicated server depending of your needs and just host all your pbn sites on the same server. I recommend ISPConfig for domain management (It's free!). Buy cheap VPS's for around 10$/year and use them as reverse proxies. I would recommend to use Squid Proxy or NginX for that job.
Tada! easy domain management but you still have IP's from different C-classes. One option is just to use Cloudflare though..
