you mean building backlinks on the short urls which are redirected(301) to your money site?
If that's the case, there are many users who are still using this method. It's not safe to do that because the link juice is transferred to your money site with 301 redirect and it's like the same as building backlinks on your money site directly.
in tier link building you can at least remove your tier 1 links if you reached to a spam tier 1 backlinks.
