It's a fair or it's possible to earn more money?

It's definitely possible to earn more money if you're with a network. Some networks payout more than others. However, it depends on the niche that your video is in and if people are clicking the advertisements beside your video or on your video.

how are you getting your views, are they targeted?

That is pretty shit for the amount of visitors. A video on website with adsense with a million uv would easily generate $3k-$4k.

Pff...Same here ( at a low scale ). I get in last month almost 17k views, and I earn only $0,04. As I see, the problem can be from the ads. There are no ads loading...
What can I do?

I'm just uploading videos, I do not do anything else.

that's garbage revenue. get a new network or stick with adsense.

i've got more than the double of ecpm than you, just with adsense!

Its really really loww...
YOu are not even getting $100 per 100k views..
Are the visits legit?

its not fair at all i made almost $500 with 150K views with adsense , the netwrok you are using is shit !

Well you are still making money though, but you should get paid more

The performance of the video sucks. For example I know that with the music videos with record labels the payment is approximately € 1000 per million views (1200/1300 $).

Targeting american viewers pays around $40 per 1,000 last time I checked .

That's the shittiest conversion I've ever seen. Switch your network man.
