Analyzing the domain's backlink profile , history, and overall health, if there is any harmful backlink try to Disavow and create quality and relevant content.
These days aged domains are heavy in demand. So yes I recommend using it. Focus on getting domains with mostly homepage backlinks and traffic history. Those have high success rate. Also I don't think you can find such domains in that budget. Perhaps you need 500 USD atleast.

It can be risky to use old domains for new projects. Even though they may have a good reputation from the past they could also have some bad SeO stuff attached to them. Google is smart and can figure out a domain history. Starting with a clean domain is better because you wont have to worry about any penalties. It is usually safer and better for the long term to invest in a new domain and grow your reputation naturally. Before you buy an old domain think about things like how old it is what kind of links it has and what was on the website before.

If you can find an old domain that matches with your new site's language, niche, and have somehow useful backlinks, go for it.
