I created most of mine.
You need a scraper though. I suggest scrapebox since it is very cheap.

There are a lot of tools. Tools just help things go faster. You can do everything manually, but it will take more time.

You will need a scraper in seo.
A free tool would be yahoo site explorer.
Get the links of your competitor and bookmark them.
Create links of your own on the same sites.

Article Directory Submission:

Bookmarking:
Social Monkee - 25 free bookmarks per day.

Directory Submission:
SiteSubmit- Submit your site to free do-follow directories, I think it has about 5000 directories to submit, but I'm not quite sure. Never tried it though, but I only heard good things about it.
