Hey, why don't you try look for one of those aged accounts? I honestly think that will help you save a lot more time, everything will be handled by your provider. The one that I'm familiar with is Exiscale, look it up!
 
1. I think this is because your ip has a problem, you need to check it again or use mobile data and create an advertising account on your phone.
2. depending on your requirements, if you just advertise simply, you should create an account and try running ads first, before losing some more budget)

Look at getting accounts from Exiscale, they'll help you out
 
When you open too many accounts without changing the device IP and Facebook network IP does not allow you to create too many accounts, please change them.
 
You can send in review for it. Sometimes you get the account back, sometimes you don't.
However, if your aim is to advertise. I would advice against using new accounts. You will be better off renting aged accounts with replacement services due to a lot of ban waves FB has currently been undergoing.
Try to find trusted sites like exiscale.

02) Because of compliance issues and potential security, it is not suggested to do so.

Facebook usually asks verification to ensure the account is legitimate. I wouldn't recommend purchasing risky accounts and you should rather choose the reliable accounts, in my opinion. I have good experience with ExiScale. They also offer lifetime replacement account as well which is incredible.
