The problem is when an ISP blocks a domain, they are blocking it via their DNS or gateway.
So even before the website is loaded, the ISP would have effectively redirected your traffic to their blocked page. So doing a 301 redirect won't help.
The only solution is to get a new domain name or ask your audience to use a VPN. But that would just result in a cat-and-mouse game - they ban your new domains and you get new domains, and so on.
