no issue quiltiy does not metter for me just ibHaving cheap bad quality ISP proxies defeats the purpose entirely. If a provider has them cheap, guaranteed they're gonna be bad

so do you provide DC?ISP proxies are not that cheap but these days I saw you could find on BHW marketplace for as little as 1-2$ which is actually quite cheap. I think I also saw some options for limited threads/ports from just 20-30$ which is also really good considering.
I know you specifically said you want the cheapest ISP option, but I think a mobile option can be really good for you because you could buy a dedicated or a shared device even for as little as 20-25$ each. And if you have a quick rotation speed, like 1-2s per rotation, 30-60s per new ip. You could basically get up to 1.5-3k unique IPs per each device per day. Of course this is only viable if you don't need concurrent activity. But can still potentially work. Mobile proxy access is more expensive but they're quite flexible in terms of rotation/ip pool. Not to mention CGNAT means you could run multiple accounts on the same IP at the same time. Just some ideas. If you want the cheapest and unlimited, Datacenter is still your best friend.
