Isn't this considered duplicate content? Why is it indexed/ranking?

The site in question is this:
Code:
http://edwincall.info/phone-number/01514200001

Or just search any phone number on google and you'll see a ton of sites like this which are monetising with adsense..

Basically a site with a shit ton of pages with info about phone numbers. Every page has the same page body content. These types of sites have what I understand to be duplicate content, but they have one variable different on each page which is the phone number.

I thought duplicate content is bad for SEO or is this not considered as duplicate content by search engines?

No it isn't that's why there are many news sites that rank for duplicate contents

Not sure. I personally had penalty from duplicate content. At least two times. i dont know if it was manual or automatic.

What I know is that site with more authority (but with content copied from my indexed site, for example parasite) caused the penalty (and survived it).

Hmm so duplicate content doesn't matter?

it does but we dont know why some people get away with it :P

i have my own little trick to get away with dup content but thats probably not what the majority is using.

Doesn't mean it's not gonna index. Everything can be indexed. It's just the question how long is it gonna last.
But still, it doesn't take them much time to build these kind of sites and if they last 3 months it's worth it for them

Yeah man 3 months worth of display ad income would be decent.. I'm guessing they have probably hundreds of thousands of pages with phone numbers scraped from a directory or something

I guess it depends on the context... Google is getting smarter :-/
