Host it in a bulletproof/offshore server, then the xRumer cannot be traced back to you.

honestly it's where the operator is located not the software otherwise we would all have our servers in tax havens so we can work tax free
the software is not legal but it can be used to break the law in almost any country. It's in the hands of the owner

As far as I know as long as the money stays in those countries it is tax free. It's when you bring it back that it's not. Unless you're trying to claim that the government of your country knows every finical transaction in the entire world.

On a serious note: if you can devote some time and money to it, you can learn it in a few months.
it all depends on what you do with xrumer. If you are basically spamming the hell out of forums with your posts, yes that is illegal in civilized world. If you have patience and you properly use xrumer for a quality website, you are not doing anything wrong. Forums are open to public and they welcome new users to sign up.
It is NOT illegal. It is not mail spam it is just posting at public forums. These forums are made public and anyone can post in them. Of course if you post racial or religion posts it is illegal. But if you promote your site no one can do anything to you ( except for banning you from their forum ). May be in the future it will become illegal but for now it is only against some forums TOS.
Anything in Black Hat is illegal.
Barely anything discussed on this forum is illegal, immoral yes but not illegal.

You're a bit backwards, maybe you're just from another country with different laws. But in the USA you are free to voice your opinions about religion and race.
I'm curious if you'd think that e-mail spam is legal as well, since emailing is a publicly available service.
