If you design a low class web site then, traffic bounce rate will be huge, and google don't like high bounce rate.

Your poor web design will not affect your ranking, but it will affect your traffic, which will ultimately affect your SEO. So you should have a site with good design so people love it and stick to it. This will be very strong point that will compel Google to rank your site on 1st page

Panda is on-page (text) content filter. There is no direct correlation with web design and Google Panda penalties. But quality web design can boost your ranking. Definitely.
