Anyone that has used xrumer please comment if I can simply can own a VPS for xrumer the RAM is double of the minimum that it says on the website and the sample download file speed was like 700 kbps~ . I don't really wanna invest in a dedi yet since xrumer took a big munch out of my cash already so anyone know?

it doesn't matter with what speed you downloaded file from single website. You need to know average traffic usage when you running xrumer with say 300 threads. If you can get average traffic usage let's say 1-4MB/s then it is OK. Also what you should look for is CPU I would suggest at least dual core but Quad core is best.
