Is vpn completely a safe use with paypal

Would paypal system detect I am using a VPN...? Assuming I am using a vpn pointing signal from United states do I have a full access to paypal as if I am in United States.

No, your paypal can get limited if you use VPN..

Better set up your own VPN on private VPS.

I won't recommend you to use VPN, especially public VPN. Paypal may limit your account.

Never run VPN for paypal. They can detect it.
you will never get problem while accessing paypal but when your paypal go limited they will never resolve it.

You can use a private vpn with the same location everytime? You will need a mobile number where you can receive verification code everytime paypal suspects your account is compromised.

For verification code he can easily buy a google voice number. It is available for very cheap.
