Is using VCC on PayPal totally legal?

I have a problem. My friend asked me to buy him a VCC. I bought it from one guy from BHW but the card didn`t work. My friend could not add it to his PayPal account. I asked a seller for a replacement or a refund. The seller was available on the Skype all the time but for two days straight he didn`t answered on any of my messages and when I told him that I`m going to start a legit process, he started lying as hell and erasing messages from Skype.
So I started a dispute on PayPal and then turned it into claim.

Now PayPal asks me to write down an explanation. I have all corespondence with this seller and I want to get my money back. But I started wondering, is it totally legal to use a VCC as your card on PayPal? I don`t want to get my friend into any trouble. I would really appreciate if you could help me choose the best option.

Should I send PayPal my correspondence with the seller and screenshots from my friends account?

I don't think it is illegal but you were trying to bypass paypals measures and
I don't think you will get any sympathy from them.
are you going to tell them it was a purchase of a vcc to circumvent paypals
own security and payment methods?

Did the vendor offer any guarantees?
Was it from an official BST?

I had some problems with my browser. It should be fine now.

This is no issue with legality as far as I know, but it is against paypal policies I think. However, it often works without a problem (some legit sellers here)

If it is against paypal policies it won`t be the best idea to send them information about my friend`s account.
I will check it in their regulations. But if it is really as you say, now I know why this guy is probably laughing at my face and keep scamming other people.

I once added a VCC by 2008 or so to verify my account. It worked. Then 3-5 years later, I added a legit DC (debit card) to PP and since then I haven't looked back.

If seller doesn't help you/refund you, open a shitlist thread

He is not responding at all. What is more, after few days, he tried to scam me again from another Skype account.

BTW what kind of data can I put in a thread in a shitlist. Can I put there all his Skype and PayPal names which I`ve been able to establish?

By Using VCC to activate your PP account it does not mean you're doing any illegal actions, it just wont work, or work for a small period of time before the account gets limited. Since, it is against PP TOS

It is legal and is NOT against their policies. Many people use vcc's to make purchases online, or use prepaid gift cards to make purchases. If it was against their policies they would lose a ton of business overnight. Obviously there are some people who purchase a vcc to get some anonymity, but it's still not against their policies.

Your "friend" needs to handle his own problems.

Some vcc's are only good for 24 hours. Also, it's possible that you needed ... I mean, your friend, needed to update the zip code on the card before adding it to paypal.

Paypal would never ask you for an explanation on why a vcc is used. They will either just deny it, or allow it.Some cards work, some don't. They never ask why you used a vcc. They can't tell the difference between the vcc you used for anonymity and the vcc I use to buy subscriptions. I call total bullshit.

I think you're worried about using a vcc, and you're just wasting our time.

I am not worried about using it. I bought a vcc, send it to my friend. He tried to use it. It simply didn`t work. And it was less than 24 hours from purchasing. Seller didnt replace it, didnt give my money back and stopped responding on my messages.

After 2 days he tried to scam me again from antoher Skype account.

Meanwhile I bought another vcc from other source. Created fake paypal account and use it by myself because I wanted to check are they really working. Mine worked perfectly. The one that I bought for my friend did not. If it was my account I would fight with this piece of s... just to test how PayPal reacts in these cases and who will win the dispute. But it is my friends account and I don`t want to put him in uncomfortable position because he wants to use another vcc on his account and does not need PayPal atention.

No, he does not have a BST. He contacts only via PM. He registered on BHW just few days ago.

BTW I just noticed that this scammer is observing every post that I write. Is there any option in my profile that can block him?
