Is using the page title alone enough to rank?

If a website has only one page and an image as its content, with the keywords in the page title and some backlinks, can it rank on google?

How long can the title be for this purpose assuming the owner wants to rank for 20 keywords?

It has to be a really small niche if that's your strategy.
