Is user agent enough to make website think it's being accesed by diffrent device?

No not at all. I have experience with this.
I grew accounts in bluestacks. Then tried to manage them on a Browser after changing the User agent from the same location. It got banned after I just logged out.
May be it was personal experience, but I mostly think it is coz of me using Chrome ( for example) and the user agent showing Opera Browser; Either way it didnt work out well for me

I find Multiloginapp great for this, because they've set it up for that exact purpose. I use it for first time logging into social media accounts safely before throwing them into automation software.
Also it's good for using on any other sites where you might want to have lots of different 'profiles' accessing it for whatever reason, like YouTube, websites, emails, forums.

I tried out applying all the things to Firefox (I think they even offer a ZIP where you can just import all the settings and extensions easily). I'd say using those things are all really quite good. That said, at the time I still had issues using that and getting onto new Facebook accounts but that could have been due to the quality of accounts at that time while I was still experimenting more.
But MLA is just more convenient anyway and it's designed for that so I feel comfortable knowing it's solid.

I actually need for website to think that I'm accessing it from different device, so the same IP will be used for the account but the device has to be unique for each simultaneous login, will Multiloginapp be able to do that?
I'm using different software to manage my social media accounts and it works great (one proxy per account), although unique proxies for each account do work on this website but same account can be run on up to 2 devices simultaneously (double more of the accounts) but it has let's say "advanced" device recognition strategies.

That makes sense, but may I ask why you want to just use the same IP? You have access to proxies, is that right?
You can possibly get away with using the same IP with no issues but using different MLA profiles, depending on the site and purpose. E.g. you have big libraries, internet cafes, etc. which use many of the same IP. I'm no expert on it so I can't really say. But if you use proxies then you'll be safer.

Contrary to a popular belief, User-Agent is almost irrelevant in most tracking systems. Just make sure it's not very old and you are good to go.
Of course, changing UA alone is not enough to evade tracking.
Given that BloodyNinja user is the representative for Multiloginapp - software designed to successfully change footprints - I would be inclined to follow his advice.
