Translating a website to another language and putting it on a new url.

No if you re-write it with your own writing style. I'd recommend you to pull articles from more than one source, translate those articles, re-write, and post it on your site/blog.

You mean two language versions of your website? If that's what you meant, then it's no. Multilingual website exists. Just make sure your website is setup properly.

I once ripped a shit load of English content and translated it to German to push a German keyword. It went well
