From my research of traffic monsoon, it is a traffic exchange site that uses ads. This makes it much like ADDMEFEAST. The upside of the "ad pack" is that there is a chance to earn back an extra 10% on your investment and get free ads. Here are a few things to consider.

• The people that will be viewing traffic monsoon will be people looking to get paid for clicking ads. The chances of selling to these people is very low. They will just be mindlessly clicking the links.
• The owner has had several failed websites he has shut down, so there is a chance to lose everything.
• Since this is an exchange site, the traffic will be low quality

Disclaimer: I have never used trafficmonsoon so I have only researched what it does. I may be completely off, but this is what I have found.
