We are in the middle of investing on some tiered linking strategies, before we invest them.
Is Tiered Link Building Still Working In 2020?

By the way, I know everyone is putting their two cents. But it would nice if ideas are backed up by "field tests", meaning it is tested and there are examples.

Use quality links even for tier 2 and 3

This. It gets harder and harder to index the higher tiers.
 
Yes it does, and people talk about indexing and how hard that is, it isn't that is what tier 3 is for.

In your opinion, what is main purpose here ?

Is it to get link juice flowing or the fact that you can spam those tier 3 sites without getting into trouble
 
Definitely works. I have a competitor who has a handful of guest posts on some massive SEO websites, those guest posts have other guest posts on other SEO websites pointing at them. The AR for each of the Tier 1 guest posts is in excess of 65. He absolutely demolishes the competition. The only good thing is that he only has a few posts on his blog and posts so infrequently.
