Is Tier 3 for link Juice, Indexing or Both?

Does Tier 3 blasts send a lot of link juice or is it mostly for indexing Tier 2 links? I'm just wondering if there is need for Tier 3 if we could use a Indexing Service for indexing. I am guessing Tier 3 passes a lot of juice too?

But I stopped wasting time/money on tier 3 as I use high quality tier 2 links and its enough. There are some services on this site with high quality PBN using good quality spun content. You can get around 200 articles for $15 and most of them index. There are a good handful of these services (sorry won't post links as I don't want peeps thinking I am promoting them). Just poke around the services threads.

Tier 3 links are only necessary when you want to incorporate the lowest quality links you can get in your tiered linking structure. However, I wouldn't use a tiered linking strategy without tier 3 links. They can channel a lot of link juice to the top tier which can make a big difference in the way your site reponds to the tiered links.
