Is Tier 3 backlink necessary

Just wanted to ask if I should make a tier 3 backlink or I should just focus on tier 1 and two

Tier 2 should be enough in start if it's not a cut-throat competition niche...
 
You should focus on tier 1 and tier 2 link buildings. If you get tier1 from quality niche sites which can easy index means there is no need of tier2 & tier3.
 
If your tier 3 is trash it is very hard to get it indexed
 
It depends on what types of links you put. For guest posts, this will be detrimental, for pbn it will be normal. But I wouldn’t use this strategy, because usually, one link is enough if you choose the right sites.
 
If you build quality backlinks for tier 1&2, no need for tier 3
 
If your tier 1 link from quality sites then no need to go with tier 2 &3 backlinks.
 
Tier 1 and tier 2 are more enough if those are quality and indexed and also it depends on the strategy you follow.
