Is this worth the 35$ ?

I still am a newb calculating the value of having a link from sites, and during my e-mail outreach for guest posts in my journey (this journey) I stumbled upon a site owner who asked for a fee of $35.

I don't know if it is worth it or not. But here are the metrics from open site explorer

Also, any tips on how to evaluate the value of these things? I mean, I usually look at DA and PA, as well as trust flow, so I know spam and real sites and how to tell them apart, but I am still pretty green on putting a monetary value on these things.

Tf and cf are the ones that matter. Check that. Also check the rd in ahrefs.
With $35, you could make your own pbn, so see if it would be better or worse then a PBN.
PBN carry a risk so try and go for that but if your not getting a permanent homepage link I don't think its worth it at all

Take a look at the backlink profile. DA can be pretty sketchy, but DA29 is quite decent. Feel free to send me the website you are referring to and I can take a look at it if you want.
