Is this site trash or not (for a backlink)

Hey guys, I'm doing linkbuilding outreach and I came across a site that has real traffic to the service that they offer, which is Wordpress themes. It doesn't have any traffic from the random super high volume kw that we sometimes see in trash guest post sites.

The reason why I'm asking this, is because the site is DA 60, 7.5k RD, and 22k monthly visits (organic plus other sources), but the backlink profile from what I can tell is atrocious.

It has a bunch of fat WEB 2s with a shit ton of external links.

So i have some questions,

1) Do fat web 2s move the needle
2)How does this website have so much "authority" getting backlinks from WEB 2s with 30,000 external links
3) How is this website getting relevant traffic for its money pages

I'm confused here because it has 1.6k monthly organic traffic that is relevant and for a topic i can make relevant to my money site, but the backlinks are SUS

The guest post fee is $20 also, which is what made me look it over again because I felt like something was fishy...

Well even if it were previously a good link, now you've outed them and it's worthless.

Oops, I didn't think it would make it that obvious. I deleted the images, so are they still outted?

What are your thoughts on the website's ability to move the needle? Even if its not this site, I would still like to know for a future situation

Use Ahrefs and sort by DR to get a better look at their top powerful links, DA can be easily manipulated. Also they might be using their own PBN and hiding it by blocking crawlers.
