Yes, you will get limited (not just one account but both of them). It is advanced security feature on Paypal's end and It is not worth doing it. If you have one paypal account and one IP, stick with it and don't try anything risky.
Paypal has banned people for the stupidest things before so it is not worth the risk.

OK. If i use CCleaner to remove cookies and shit, can i just create a new ebay and use that PayPal with it?
I am done with my first account. I don't use it anymore. What can i do to use the new ebay and PayPal accounts?
