Seriously, everything you need is here on this forum, there are plenty of MNS sellers, just check the reviews first and don't ever fall again for any "xx$/m guaranteed".

He can't spell entrepreneur right.. I really don't think the sites are going to make you $60 month right away.
And eBay? That's like going all the way to Japan to buy a pair of shoes. You have plenty of good, and better sellers on this very forum. I'd stay off eBay for MNS purchases if I were you.
When they say $60 month, that's just an estimation WHEN and IF you rank highly for your keywords. They aren't guaranteeing you those rankings. At the end of the day, you're just going to get a Wordpress site with a couple pages and added content. Like I said, stay off eBay for things like this.
Take a look at the page again. How long does he say the "SEO package" will take to complete? Let me take a wild guess and say it's probably around 3-6months. So by the time he does finish your SEO package, you won't be able to chargeback the money via Paypal anyway as it's over 45 or 60 days.
Making money was never THIS easy.

That sounds totally legitimate - ignore anyone who tells you the guy is a lying scammer.
He sounds like a self-made multi millionaire for sure and it is very rare for them to share their secrets.
If I were you I would start scaling immediately and buy at least 100 of his packages.
That way, rather being able to 'lie down and let Google Adsense work for you', you could lie down on a yacht in the Bahamas and let Google Adsense work for you.
