Is this proper tiered strategy?

Hey guys, need a help here. As I've mentioned before, I'm still learning this strategy as I am new to SEO. I just want to know if what I'm doing right now is okay based on your opinion. I'm looking for a way to organize my tiered backlink strategy. Here's what I got:

For tier 1, I use:


web 2.0 (unique articles)
youtube uploads
blog commenting
forum commenting


For tier 2:


web 2.0 (spun articles)
social media (page and group)
social bookmarking

For tier 3:

still haven't got any good ideas...most likely software.

Please help me out on this. I know it's kind of simple for you guys but right now it really confusing.

I think tier 3 would be link circles pointing to your other tier 3 and tier 2.

Create organic social shares in the Tier 1.
Tier 2 is fine
Use GSA/Xrumer built tons and tons of links for Tier 2, built minimum high pr links for Tier 1 back-links simultaneously.
