Shitty design aside (could be a legitimate guy who just sucks at design), a concern I would have is whether you would actually be in control of the company. Delaware requires remarkably little information to file, so your name may not even be on the filing documents.
Beyond that, if you don't have a SSN or ITIN, you won't be able to apply for an EIN, despite the sales guide saying they will instruct you on how to obtain an EIN.
The only thing really stopping you from registering a business anyway is not having a SSN/ITIN. You could just apply for an ITIN and potentially bypass this registration package (the total cost would be $90 to file in Delaware and $50 to get a certified copy of your certificate, though I don't know if there are any fees involved when obtaining an ITIN).
Something to be wary of is the fact that the document, at the bottom, says they've included a fee for 24-hour expedited filing in the package since normal registrations take 4-6 months. This is just untrue. Normal registrations take up to 2 weeks or so in Delaware, although they do offer numerous expedition services. But this false statement seems to serve to inflate their price.
Also note you will be required to pay $70 yearly in order to maintain your registered agent with this filing company, as a registered agent is mandatory.
