Is this possible?

I know a guy who's selling a list of individuals that he has complete basic info and has a way of covering his tracks. He's selling it per completed lead. Is it possible to cover his tracks assuming that he 'claims' that he can use them under the proxy of their city/area.

Sure it's possible to steal from the networks by being a fraud-tard. That's lame and you will eventually lose your account and your money. So please, steal from the networks and make them lower payout because they have to cover fucking fraudulent leads that don't convert.
