I have 2 question
1.Can I monetize videos with my own voice but lil pitched?
2. If I will make a video and record the voice of the content from any website for my YouTube channel, will YouTube monetize my channel or not?
It's not channel on English language!

You can only monetize if your voice is very very pitched.

Do you mean using a voice changer or AI voice? As long as the content is original and good there shouldn't be any problem.
Even channels without any voiceover get monetized
