is this possible ? (A website SECURITY SYSTEM)

hi my question is , is this possible for a website that be able to detect and lock an account or certain payment transection for using similar range of ip (rotation) or similar isp in same city or area connecting to that specific website and making payment in short period of time, even in seperate anti detect browsers profile ?
recently had a problem with a payment gateway website that i think can detect range of similar ip or can detect similar isp (city or area) that connecting to it for making a transaction in short period of time and block the payment and money. do you think its possible?
if yes then what you suggest for me? looking for best solution for fixing this issue.

Usually payments are handle by big merchants like Stripe, PayPal , Venmo etc they have highly trained AI/ML and internal security systems in place that are able to detect not by just ip there are many other factors involved.

actually its a payment method names paysafecard, 16 digits codes contain money inside it and you can pay. do you think they can do such a things that i said above?

It is doable but why not set that up on your payment system?
