Is this PC good for video editing?

OP you need at least a 6GB video card for a smooth working experience.
 
It's not enough at all :/.
You need between 8-16GB RAM and a much better processor.
An SSD would be nice too but not obligatory.
The graphics card is acceptable for some weak editing, if you really want to make cool edits I would go for at least 4GB dedicated or more if you don't want to have regret later.
 
Nowadays you need a minimum of 16GB RAM and at least 4 cores, processors. Some give the level of standard with 32GB RAM and 8 cores and don't forget the graphic card.
 
I can also buy a laptop for a small budget right now, but I don't do that. It's better to buy a gaming laptop for video editing.
 
No. If you are 100% sure to get money back from this investment, maybe take a loan.
If you can't afford loan, a cheap off-lease Xeon CPU with other parts will be probably a good start.

It's the first thing that comes to my mind when thinking about high value for money.
However, I don't know the performance of the Xeon in video rendering.
 
Maybe some used Mac would be even better solution for you.
 
It is always a question of the budget.. But I would highly recommend to higher the ram at least. If possible the GPU as well.
 
8gb ram laptop works for me, use if you can't afford 16gb ram laptop
 
dual core ? nah this will not make any quality videos.
 
Forget about editing on 4gb of ram.
I have 64gb and although it might be an overkill for the beginner/medium work, 4gb won't suffice for any HD+ quality video editing.
