I have just got a new legit account on ebay, i listed an item and when it sold paypal held the money until the ebay user left me good feedback for the item or i would have to wait for 21 days to get the money. Is this new ebay policy or just because i have a new account?

No this is not a new policy, it has been going on for some time now. I know this personally because the same thing happened to me about 2 years ago.

Yep, especially for new ebay users ... that is why it's recommended that buy stuff first to get feedback from sellers before you start buying

It's not a new policy. This happens when you're a new eBay seller and/or you've sold a high-ticket item (about $100+). There was a loophole that was discussed here awhile back, but I'm not sure if it still works. However, the safest way around it is to send the item to the winning bidder by U.S. Priority Mail with Delivery Confirmation. That way, the package will arrive quickly, and you have a tracking number as proof of delivery. There's a section in PayPal where you can enter the tracking number, and once PayPal can confirm that the package has been delivered, they'll release the funds, even if the buyer hasn't left any feedback. This happened to me a couple of times when I sold items over $100, and when I knew that the packages were delivered, I entered the tracking numbers into PayPal and called them to make sure that they released my money immediately. (If it's before the 21 days are up, I don't think the release happens automatically, so you may need to call them and point them to your Delivery Confirmation numbers.)

I got the funds for the item i sold 2 days after the sale, i did enter the tracking code into paypal and into ebay and as another option i emailed the user the image of their signature off the signed package when i was asking for feedback.

Are ebay holding payments until you reach a certain feedback score or is it all the time?

Around the time that PayPal was holding my funds, they said if your feedback is less than 100, they can hold the funds until the item is delivered or you've received positive feedback from the buyer. By "less than 100" I don't mean less than 100%, I mean that you have less than 100 feedbacks. So you could have 100% positive feedback, but if you only have 30 ratings, you could end up getting the funds held if the item is over a certain amount.

Don't you ever send the item, NEVER! You have 99% chance of losing the money as well as the item sold with delivery confirmation, tracking or whatever crap you put on. The buyer has you by the balls. All they have to do is complaint to paycrapl that you sent them a box of rocks or threaten to do a CC chargeback on them for Paycrapl to fuck you up. Don't sell on egay man.
