Sometimes the best way to analyse the competition is to take a manual review of the top ten ranking sites. Are there any forums or yahoo answers ranking? Sometimes the top 5 sites can be competitive but the other five can be easy site to outrank ( forums, youtube videos). What are the top sites ranking for? are they targeting the same keyword you want to target?

Based on the info given, I wouldn't have any issues trying to rank it. I use Long Tail Pro and with their KW comp I can rank for most things under 50. Give it a try.

don't go with any tool.

Tools can't tell you exact. Just do manual review about competitors, check their On Page SEO, Content, Backlinks.

I prefer to look at the sites ranking in the top 10 - 15 instead. And answer the following questions:

Are they optimised for the KW?
Are they massive authority sites?
How many backlinks to the overall site & page ranking & from how many referring domains?
How have the links been built and how powerful are they?

My thought exactly. I look at the sites on the top 10, and sometimes up to the second page. I don't stop at the numbers they gave me. Some KW with difficulty of 20, might take time to rank for... While some with difficulty of 30+ will be too easy to rank. I look at the sites age, PA/DA, backlinks, if they are optimized for the said kw. etc.

25/100 should be easy to rank, but just like someone said, the only way to know is to try

You can use Google trends to find the keyword difficulty. It shows the complete plot graph of the keyword that you entered are searched by the visitors over all the world. If you want to know the keyword search for a particular place or region, that's also possible.
