a prize company leaves there card because you was out and states that you you missed there delivery for a item and for them to re-deliver it you need to ring up a number, now the number is a premium rate number and it is stated in small print on the card they have left they do not try to hide it. the card that is left does not have any bogus names such as parcel force or w.e it has the correct company name is this illegal? if so how is it?

Said company better make sure that their ToS of prize claims are clearly stated and at least someone somewhere sometimes wins a prize, such a company would also get BBB investigations and tax audits all the time. Governments and local interest groups do not like "prize companies"

Now that I think about it, this could be considered a lottery if you're in the USA.
If there's any payment whatsoever, it's not a prize, it's a lottery. You're purchasing something in order to win. In this case, phone calls. Cost can mean anything, though, including an unreasonable amount of time (say, review this thing and win... but it takes an hour to review it. That's a cost)
Prizes need to be:
A.) A lottery, in which there is a payment, anywhere in the process between entering and winning. Any payment, paying affiliates, paying a nickel, paying anything. If you lose a penny as a result of entering, that's a payment.
B.) Games of skill.. The best _____ wins. The person with the most _____ wins. A certain skill is utilized to win the contest.
C.) Completely random drawings.
B & C both must be free to enter. Creating a lottery is illegal in something like 48 states, as they already have their own lottery and the proceeds likely aren't going to charity.

Doubt it, that's the Better Business Bureau. If you do something unethical.. They'll (get ready for this) investigate the matter and if you're in the wrong (I hope you're sitting down) they'll put an article on their website about it.
meatro you seem to know what your talking lets say you was running a competition then but the persons door that the card landed on had not entered but they rang the number thinking they had missed an item that had been delivered would this be illegal because they had not entered in the compitition if so anyway around to make it legal?
